The Chairman of the Investigative Committee of Russia holds a personal reception of citizens


Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation, held a reception of citizens. The meeting was held by videoconference, it was attended by Mr. Eduard Valeryevich Kaburneev, First Deputy Chairman of the Russian Investigative Committee, Mr. Sergey Nikolaevich Goryainov and Mr. Alexander Vladimirovich Klaus, Deputies Chairman of the Russian Investigative Committee, Heads of divisions of the Main Directorate, as well as the authorities of the territorial investigative bodies, who investigate the criminal cases that have become the subject to attention of the Head of the Department.

The Head of the Russian Investigative Committee listened to the applicants from Omsk oblast, St. Petersburg and the Chuvash Republic.

Citizen's action group from Omsk oblast reported that their house was in disrepair. In April 2021, the brickwork of one of the walls of the house has collapsed, but even after that, the local administration did not take measures to resettle the residents, and the house was not recognized as emergency. In August 2022, another collapse occurred, causing major damage. By a court decision, the Fund for the Capital Repair of Apartment Buildings was charged with the obligation to repair the building, but the decision has not yet been executed. In addition, residents are dissatisfied with the amount of the proposed monetary compensation. Head of the Investigative Directorate of the Investigative Committee of Russia for Omsk oblast, Colonel of Justice O.E. Vinnikov reported on the progress of the investigation over three criminal cases merged into one proceeding, launched in accordance with Part 1, Article 293 of the Criminal Code of the Russian Federation (negligence), Part 2, Article 315 of the Criminal Code of the Russian Federation (non-compliance with court decision) and Part 1, Article 238 of the Criminal Code of the Russian Federation (provision of services or performance of work that does not meet the requirements for the safety of life and health of consumers). Within the investigation, the former director of the Fund for the Overhaul of Apartment Buildings is brought to justice. Mr. A.I. Bastrykin instructed to submit a report on the situation and a plan for further work. The Forensic Expert Center of the Investigative Committee of Russia was instructed to get involved in the issue of conducting engineering and construction expertise.

Citizens from St. Petersburg applied to the Head of the Russian Investigative Committee with a similar problem. They have been living in a house built in 1917 for more than 35 years, in 1987 the house was recognized as dilapidated housing due to unsanitary conditions, worn-out communications and lack of hot water supply. The applicants were left alone in this house, but the city authorities do not respond to citizens' complaints about the violation of their rights. The investigating authorities of the Main Investigative Directorate of the Investigative Committee of Russia for St. Petersburg launched a criminal case in accordance with Part 1, Article 293 of the Criminal Code of the Russian Federation (negligence). Ms. M.G. Parastaeva, acting Head of the Main Investigative Directorate of the Russian Investigative Committee for St. Petersburg, reported on the progress of the investigation. Mr. A.I. Bastrykin was dissatisfied with the work of the investigators of the investigative division for Krasnogvardeisky raion, in connection with which he appointed a comprehensive inspection of the investigative division. The Head of the Investigative Committee of Russia instructed the leadership of the territorial division to take the criminal case and transfer it to the investigator for especially important cases of the Main Investigative Directorate of the Investigative Committee of Russia for St. Petersburg. He instructed to submit a work plan and to report on the situation. The Forensic Expert Center of the Investigative Committee of Russia was instructed to conduct all the necessary engineering and technical construction expertise in Moscow. The criminal investigation is a subject to control in the Main Investigative Directorate of the Department.

A group of activists from the Chuvash Republic reported that their house is also being destroyed and not maintained, while it has not yet been recognized as emergency. Since living in such conditions is life-threatening, many tenants are forced to rent apartments. Information about this situation was also previously revealed during the monitoring of the media. At the same time, the investigators of the district division initially refused to launch a criminal case, later a criminal case was launched in accordance with Part 1, Article 285 of the Criminal Code of the Russian Federation (abuse of official powers). Mr. A.I. Bastrykin listened to the report of Mr. A.V. Poltinin, Head of the Investigative Directorate of the Investigative Committee of Russia for the Chuvash Republic. The Head of the Investigative Committee of Russia noted the unsatisfactory work of the territorial division and the untimeliness of the decisions made. An internal inspection of the Investigative Directorate of the Investigative Committee of Russia for the Chuvash Republic was appointed. Mr. A.V. Poltinin was instructed to present a report on the situation with emergency housing in the region and a work plan for this criminal case. The investigation is a subject to control in the Main Directorate of the Department. Instructions were given to the Forensic Expert Center of the Investigative Committee of Russia in terms of conducting engineering and technical construction expertise.

At the end of the personal reception Mr. A.I. Bastrykin reminded his subordinates once again, that the issue of emergency housing is very acute. He noted the need for regular receptions of citizens by the authorities of territorial divisions on this issue.
