The terms of punishment for one more defendant in a criminal case over the tragedy in the "Zimnyaya Vishnya" Shopping Center is read out

Evidence collected by the Investigative Committee of the Russian Federation was recognized by the court as sufficient to adjudicate a verdict to the General Director of OJSC "Kemerovo Confectionery Plant" Mr. Vyacheslav Vishnevsky. He is accused of giving a bribe (Part 5, Article 291 of the Criminal Code of the Russian Federation) on an especially large scale to an organized criminal group led by an official - Ms. Tanzilia Komkova, Head of the Kemerovo Region State Construction Supervision Inspectorate, and her son Mr. Eduard Komkov as well as Mr. Nikita Cherednichenko, Director of "ISK "Resource", LLC, who were previously sentenced to long terms of imprisonment.

The investigation and the court established that in 2013-2014, Mr. Vishnevsky gave Ms. Komkova and her son and Mr. Cherednichenko, 7 million rubles as a bribe for illegal actions and inaction in the exercise of the functions of state construction and fire supervision during reconstruction of buildings of the second stage of the Shopping Center "Zimnaya Vishnya"" in the Kemerovo city. Illegally obtained funds, on the order of Ms. Komkova, were transferred by Mr. Vishnevsky to "ISK Resurs" LLC under a fake contract for the provision of services, and then were cashed by Mr. Cherednichenko. This allowed Mr. Vishnevsky to carry out the reconstruction of the shopping center without a construction permit, as well as violate the approved project, which provided for the installation of automatic fire extinguishing systems on all floors of the building, which was not done. The investigation revealed multiple violations during the construction of the building and facts of neglect of fire safety rules by the owner of the center and its individual employees. Deputy Inspectorate - Head of the Inspection Department Ms. Svetlana Shengerei, who was also previously sentenced to imprisonment, abused her official powers by drawing up an inspection report containing false information about the work performed. In turn, Ms. Komkova ignored the presence of gross violations of fire safety. All this actually predetermined the tragedy that happened in 2018 and claimed the lives of 60 people, including children.

Mr. Vyacheslav Vishnevsky, the former General Director of OJSC "Kemerovo Confectionery Plant", left the territory of the Russian Federation in 2016 and was hiding from the investigation. He was put on the international wanted list and, on the motion of the investigation; he was arrested in absentia by the court. Thanks to the measures taken, his location was identified, the defendant was detained in Poland, and then he was extradited to Russia.

In order to reimburse for the damage caused, the investigator of the Investigative Committee of Russia took measures to detect and arrest land allotments, residential buildings, apartments, commercial real estate belonging to Mr. Vishnevsky and his mother, located both in Russia and in Spain.

By a verdict, Mr. Vishnevsky was sentenced to 8 years in prison to be served in a strict regime penal colony with a fine of 21 million rubles.
