Criminal investigation against Mr. Viktor Mirskoy is finalized

The Main Investigative Directorate of the Russian Investigative Committee has finalized criminal investigation against Mr. Viktor Mirskoy, a resident of Voronezh Oblast. He was charged with committing crimes under paragraphs "a, c" Part 2, Article 105, Article 317, Part 1, Article 223.1, Part 1, Article 222.1, Part 2, Article 167 of the Criminal Code of the Russian Federation (murder of two or more persons, including a juvenile; infignment on the life of a Law Enforcement Officer; illict manufacture of explosive devices; illict storage, carrying and transportation of explosive devices; deliberate destruction or damage to property).

It was detected that Mr. Mirskoy had hostility towards the family of his fellow villagers, and in this regard, he decided to kill them. In addition, due to hostility towards Law Enforcement Officers, he decided to commit an attack on the Police. To implement the mentioned actions, the defendant armed himself with two hunting self-loading carbines, purchased a bulletproof vest, picked up camouflage, repainted his car and changed its state number plate, and he also made improvised explosive devices. On September 16, 2021, Mr. Mirskoy arrived at the house of fellow villagers. Having entered the territory of the household, he committed the murder of three people - a male, a female and a young child, by shooting them with a carbine. Then the accused went to the police station in Liskinsky raion of Voronezh Oblast. Approaching the building, he planted an improvised explosive device on the front door. After the explosion, the locking device was destroyed. Once inside, the defendant threw several improvised explosive devices and opened fire on the police, injuring one of them. Stopping the unlawful actions of the attacker, the Police Officers wounded Mr. Mirskoy, although he managed to escape from the scene of the crime, but was subsequently detained.

A psychiatric examination of Mr. Mirskoy confirmed his sanity.

During the preliminary investigation, Mr. Mirskoy pleaded guilty to committing crimes in full, gave detailed testimony, explaining that he did not regret what he had done.

The investigation collected a sufficient evidence base, so the criminal case with the approved indictment was sent to court for consideration on the merits.
