The Investigating Authorities of the Investigative Committee of Russia of Kostroma Oblast continue criminal investigation on the death of people as a result of a fire in the Kostroma city on the offense of crimes prescribed in Part 3, Article 109 of the Criminal Code of the Russian Federation (Infliction of Death by Negligence to two or more persons) and Part 3, Article 238 of the Criminal Code of the Russian Federation (providing services that do not meet safety requirements, resulting in the death of two or more persons by negligence).
On the night of November 5, 2022, a fire broke out in the "Polygon" cafe in the city of Kostroma. The bodies of 13 dead people were found during the clearing out of the rubble of structures at the place of the fire.
The Director of "Empire" LLC, who organized the work of the institution, was detained as a suspect in a criminal case on the provision of services that do not meet safety requirements (Part 3, Article 238 of the Criminal Code of the Russian Federation).
A 23-year-old man was detained on a criminal case on inflicting of death by negligence to two or more persons (Part 3, Article 109 of the Criminal Code of the Russian Federation), who is suspected of using pyrotechnics in a cafe, which previously led to a fire. The person involved was identified and detained in cooperation with Operative Police Officers.
An investigation team consisting of investigators and forensic specialists from the Investigative Directorate of the Russian Investigative Committee for Kostroma Oblast continues to work at the scene of the fire. Investigative actions are being carried out to establish all the circumstances and causes of the incident. The necessary forensic examinations have been appointed. Earlier, the Chairman of the Investigative Committee of Russia instructed the Leadership of the Regional Directorate of the Investigative Committee to report on the circumstances of the incident.
