An appeal appeared on social networks from a resident of Sakhalin Oblast, a graduate of an institution for orphans, who said that during the sale of an apartment owned by him five years ago, the Buyer, who is a local Deputy, deceived him by handing over a bank card as payment, by which it was impossible to receive money. At the request of the man, a criminal investigation was launched by the Internal Affairs Bodies on the fraud.

Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation instructed Mr. Bazarov B.B., Head of the Investigative Directorate of the Russian Investigative Committee for Sakhalin Oblast, to report on the circumstances set out in the publication.
