Mr. A.I. Bastrykin, Chairman of the Investigative Committee of the Russian Federation, holds a constituent meeting of the new Dissertation Council


On November 14, 2022, a constituent meeting of the Dissertation Council D 77.2.001.01 was held; it is created on the basis of the Moscow Academy of the Investigative Committee.

Mr. Alexander Ivanovich Bastrykin, Chairman of the Dissertation Council - Chairman of the Investigative Committee of the Russian Federation, noted that the Dissertation Council was granted the right to consider dissertations on a wide range of issues included in the passport of specialty 5.1.4 - criminal law (legal) sciences in accordance with the new nomenclature of scientific specialties. These includes the problems of criminal policy, issues of theories of criminal law, criminology, criminal procedure law, penitentiary law, operational-investigative activities, forensic science and forensic expertise.

The opening of the Dissertation Сouncil will allow young scientists to conduct scientific research on a very wide range of issues of the criminal law block and to defend candidate and doctoral dissertations at the Moscow Academy of the Investigative Committee.

Mr. Alexander Ivanovich also emphasized that the receipt of permission from the Ministry of Science and Higher Education of the Russian Federation to open a Dissertation Council on a new nomenclature of scientific specialties indicates the effective work of the previously existing dissertation council and the presence in the Moscow Academy of the Investigative Committee of scientists, which means that a high-level dissertation can be completed under their direction.

The Chairman of the Dissertation Council announced that, based on the results of the work of the last Dissertation Council, 11 dissertation completion took place, whereas 3 applicants were awarded the degree of Doctor of Law, 8 got candidates of Law degree. Out of this number, 7 postgraduates are the graduates of the Moscow Academy of the Investigative Committee.

The Head of the Department paid special attention to the positive decision of the Ministry of Science and Higher Education of the Russian Federation to include in the passport of a new scientific specialty the issues of the theory of operational-investigative activities and forensic expertology. Mr. Alexander Ivanovich noted that the theoretical, methodological and organizational issues of forensic activities, due to their relevance, should now be considered separately in new dissertations.

Also, the Chairman of the Dissertation Council drew attention to the relevance of dissertation research related to legal and forensic support within the a special military operation conducted by Russia. In particular, it is necessary to consider the issues of qualification and investigation of crimes. In addition, Mr. Alexander Ivanovich noted the importance of conducting scientific research on topics that will be not only a theoretical basis, but also have practical importance for the Officers of the Department.

At the meeting of the Dissertation Council, the Chairman of the IC of Russia gave instructions to Mr. A.A. Bessonov and Mr. V.V. Loboda, Acting Rectors of the Moscow and St. Petersburg Academies of the IC of Russia, on the further development of Scientific Schools of Educational Institutions of the Investigative Committee of Russia, the creation of full-time postgraduate and doctoral studies, the expansion and strengthening of international relations with friendly countries for the training of scientific and pedagogical personnel.

Based on the results of the meeting, the main directions and the procedure for the further work of the Dissertation Council were determined.
