The historical memory preservation was discussed at the 45th meeting of the Russian Organizing Committee "Victory"


Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of Russia, took part in the 45th video conference meeting of the Russian Organizing Committee "Victory" chaired by the President of the Russian Federation Vladimir Vladimirovich Putin. The meeting was attended by members of the Organizing Committee, including representatives of the Administration of the President of the Russian Federation, the Government of the Russian Federation, both Chambers of the Federal Assembly, Heads of Federal Executive Bodies, representatives of a number of veterans and public organizations.

The main topic of the meeting was the support and development of memorial sites perpetuating the memory of the genocide of the Soviet people by the Nazis and their collaborators during the Great Patriotic War. In addition, the applications from cities for conferring the honorary titles "City of Military Glory", "City of Labor Valor" and an action plan dedicated to the 80th anniversary of the liberation of Leningrad from the fascist blockade were on the agenda of the discussion.

In his opening speech, the President of Russia V.V. Putin noted the relevance of the meeting due to the importance of preserving historical memory and the presence of external aggressive attempts to rewrite world history and impinge upon Russia's sovereignty.

Mr. Vladimir Vladimirovich Putin spoke separately about the implementation of the "Without a statute of limitations" project, which is dedicated to the systematic, scientific collection and establishment of data on the crimes of the Nazis and their collaborators against the civilian population committed during the Great Patriotic War. The President of Russia noted the work of the Investigating Authorities, the Prosecutor's Office and search specialists, which, mutually, are uncovering more and more facts of the murders of innocent people, discovering previously unknown mass graves of executed women, the elderly and children.

The Investigative Committee of Russia is now investigating crimes committed during the Great Patriotic War; the criminal investigations have been launched on the offenses of crimes prescribed in Article 357 of the Criminal Code of the Russian Federation (genocide). The Main Investigative Directorate of the Investigative Committee of Russia has established a Directorate for the investigation of war crimes, genocide and the rehabilitation of Nazism. Its functions include not only the investigation of the crimes of the Nazis of that period, but also the modern rehabilitation of Nazism and the falsification of historical truth. Thus, on the basis of the ICR files the crimes of the Nazis were recognized as genocide in the regional courts of Leningrad, Novgorod, Bryansk, Pskov, Oryol and Rostov Oblasts, in the Supreme Court of Crimea and Krasnodar Krai Court.

Also, at the Organizing Committee meeting the proposals were made to create new memorial sites in order to preserve historical memory.

The agenda included an initiative to create an Organizing Committee and to develop an action plan for 2023-2024 dedicated to the 80th Anniversary of the Complete Liberation of Leningrad from the fascist blockade.

Following the meeting, Mr. V.V. Putin signed Decrees "On conferring the honorary title of the Russian Federation "City of Military Glory" to Melitopol and "On conferring the honorary title of the Russian Federation "City of Military Glory" to Mariupol", as well as the Decree "On conferring the honorary title of the Russian Federation "City of Labor Valor" to Astrakhan, Vologda, Gorlovka, Zlatoust, Kaspiysk, Lugansk, Norilsk, Orsk, Yakutsk.

At the end of the meeting, Mr. V.V. Putin stressed the importance of countering the falsification of history and passing on the historical truth to future generations, and he also expressed his hope for the further meaningful work of the meeting participants.
