On the basis of media files, the Investigative Authorities of the Investigative Committee of Russia launched a criminal case on torturing a juvenile child in accordance with Article 156 of the Criminal Code of the Russian Federation (failure to fulfill obligations for the upbringing of a juvenile), paragraph "d", Part 2, Article 117 of the Criminal Code of the Russian Federation (torture). Earlier it was reported that in the Kazan city, a woman beat her one and a half year old daughter and left her on the balcony. The Investigation is detecting all the circumstances of the incident.
The Head of the Department instructed Mr. Lipsky V.A., Head of the Investigative Directorate of the Investigative Committee of Russia for the Republic of Tatarstan, to report on the progress of the criminal investigation on the fact of violation of the rights of a juvenile child. Its results are the subject to control in the Main Directorate of the Russian Investigative Committee.
