The Chairman of the Investigative Committee of Russia holds a brief videoconferencing meeting


Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation, held a brief videoconferencing meeting. The meeting was attended by the First Deputy and Deputy Chairmen of the Investigative Committee of Russia, Heads of Directorates of the Main Directorate, Regional Investigative Bodies and Departmental Educational Institutions.

Issues of crimes against juveniles were discussed at the meeting, all of them are in the proceeding of territorial Investigative Bodies. The Chairman of the Investigative Committee of Russia noted that there has been an increase in the number of crimes against children in recent years. Over the period of 2022, the Investigative Bodies of the Department transferred 10,745 criminal cases of criminal acts against children to the courts. "Criminal assaults against juveniles are becoming more and more immoral," A.I. Bastrykin, dwelling on the statistical data on the commission of crimes against children by their relatives and close people. "As a rule, these cruel actions are committed under the use of drugs, alcohol, mental illness and, of course, moral degradation," the Head of the Department added.

The Chairman of the Russian Investigative Committee paid special attention to the search for missing children. In this regard, Mr. A.I. Bastrykin noted the need for a thorough analysis of all the files where the missing persons were not found. The Head of the Department instructed to update the search plans and take the necessary measures to detect the children's location. This must be done in cooperation with the Investigative-Search Services.

Mr. A.I. Bastrykin listened to his subordinates and gave a number of specific assignments and instructions; however, he noted the deterioration in the quality and efficiency of the investigation in a number of territorial investigative directorates of the Investigative Committee for the constituent entities of the Russian Federation.

Colonel of Justice Vitaly Viktorovich Kondratenko, Head of the Investigation Directorate of the Investigative Committee of Russia for the Republic of Sakha (Yakutia), made a presentation on the agenda of the meeting; he noted that a number of shortcomings in the work of the Directorate headed by him were eliminated through the rotation of staff. In addition, to date, organizational measures have been taken aimed at eliminating omissions in the investigation of crimes relative to the analyzed category.

In his turn, Major General of Justice Dmitry Anatolyevich Bocharov, Head of the Investigative Directorate of the Investigative Committee of Russia for Kaliningrad Oblast, announced the reasons for the increase in the number of registered crimes against juveniles, reporting on the preventive measures being taken. The Head of the Department negatively assessed the work of this Directorate in resolving crimes of past, committed against children.

Also Mr. A.I. Bastrykin, Chairman of the Investigative Committee, criticized the work of Lieutenant General of Justice Peter Gennadyevich Reshetnikov, Head of the Investigative Directorate of the Investigative Committee of Russia for Chelyabinsk Oblast. The Head of the Department noted significant flaws that were made within the criminal investigation on the leaving a child in danger crime, the one that was found outside in the cold without winter clothes and shoes. By this example, the Chairman of the Investigative Committee of Russia emphasized that the identification of a full circle of persons responsible for the victims's life, but failed to fulfill their duties, requires a clear procedural reaction. All such facts should be properly legally assessed, if there are grounds to launch criminal investigation, it must be conducted in a high-quality and prompt manner.

Lieutenant General of Justice Kirill Eduardovich Levit, Head of the Investigative Directorate of the Investigative Committee of Russia for Voronezh Oblast, announced the reasons for the lengthy criminal investigation of crimes against juveniles committed using information technologies. He noted the need of the investigation to involve specialized experts. In this regard, the Head of the Investigative Committee of Russia suggested that senior staff take measures to improve the efficiency of interaction with industry specialists in the IT field.

The Chairman of the Investigative Committee oriented everyone to systematic work for crime prevention against children. He emphasized the importance of cooperation with specialized commissions and services, effective establishment of mechanisms aimed at identifying juveniles in need for targeted preventive work. The Heads of the Investigative Directorates are aimed at holding thematic personal receptions of citizens in the interests of juveniles, a constant quality analysis of work on crimes against children, taking into account the criminal situation development in the regions.

Concluding the meeting, Mr. A.I. Bastrykin stressed: "It is necessary to exclude indifference, i. e. indifference in resolving the issue of each specific family and child who needs the assistance from the State."
