The criminal investigation against the Head of the Raion in Zabaykaliskiy Krai, who did not take action in connection with the stray dogs’ attacks, is finalized


The Main Investigative Directorate of the Investigative Committee of the Russian Federation has finalized the criminal investigation on charges of negligence against Mr. Viktor Mashukov, Head of the Municipal Raion "Chitinsky Raion" of Zabaykalskiy Krai (Part 1, Article 293 of the Criminal Code of the Russian Federation). This criminal case was transferred to the Main Directorate on the order of the Chairman of the Investigative Committee of the Russian Federation.

It has been established that between 2021 and 2022, repeated attacks by stray dogs on people took place in seven settlements of Chita Oblast, as a result of which 29 people, including 21 children, were injured.

At the same time, Mr. Viktor Mashukov, the Head of the municipality, knew for certain about the current situation, about the presence of dogs without owners, about their aggressiveness and the facts of attacks on people, however, he did not introduce a high alert mode on the territory of raion, and he did not take measures to prevent and eliminate the emergency situations.

The investigator of the Main Investigative Directorate of the Investigative Committee of Russia performed a significant amount of investigative actions to collect and consolidate evidence of the guilt of the accused, conducted a number of forensic medical examinations, interrogated specialists in various fields, including specialists from the service for protecting the population and territories from emergencies.

The property belonging to Mr. Mashukov was arrested to ensure the execution of the sentence in part of the declared civil claim and the recovery of the prescribed punishment in the form of a fine.

During the investigation, additional violations were revealed in the field of organizing activities for the treatment of animals without owners in Zabaykalskiy Krai. To eliminate them, on the motion of the investigation, the Regional Authorities have amended previously issued regulations, this will significantly protect citizens, and especially juveniles, from possible attacks by homeless and domestic animals.

Sufficient evidence base has been collected therefore, the criminal case has already been sent to resolve the issue of its further transfer to court.
