The Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, took part in the XIV International Youth Legal Forum held at the St. Petersburg Institute (branch) of the All-Russian State University of Justice (Russian Legal Academy of the Ministry of Justice of the Russian Federation).

Specifically, he spoke at the session called "The Role of Law and Legislation in Forming the Mental Immunity of Russian Youth," moderated by Anna Borisovna Shafran, head of the analytical radio programs directorate of the media holding "Television and Radio Company of the Armed Forces of the Russian Federation 'ZVEZDA'." Among the speakers were Olga Ivanovna Alexandrova, rector of the All-Russian State University of Justice (Russian Legal Academy of the Ministry of Justice of the Russian Federation), Nikolai Petrovich Nikolaev, deputy chairman of the State Duma Committee on Property, Land, and Property Relations, Konstantin Vladimirovich Boyko, federal inspector for the Republic of Crimea of the office of the Plenipotentiary Representative of the President of Russia in the Southern Federal District, Fedor Anatolievich Lukyanov, chairman of the Patriarchal Commission on Family Issues, Motherhood and Childhood Protection, Alexander Anatolievich Mokhov, chief research fellow at the Scientific Research Center of the Russian Legal Academy of the Ministry of Justice of the Russian Federation, Anna Leonidovna Filonenko, coordinator of the Federal Project "Strong Family" of the All-Russian Political Party "UNITED RUSSIA," and Vladimir Alexandrovich Gureev, vice-rector for scientific work at the Russian Legal Academy of the Ministry of Justice of the Russian Federation.

Youth perspectives on the stated issues were presented by Daria Tarasova, a master's student at the Faculty of Forensic Examiners of the Moscow Academy of the Investigative Committee named after A. Ya. Sukharev, who spoke about the role of the investigator of the Investigative Committee of Russia in forming the mental immunity of youth, Ivan Kruglov, who gave a report on legislation and the activities of the Investigative Committee in forming the mental immunity of youth, and Djavud Muromtsev, a student of the All-Russian State University of Justice (Russian Legal Academy of the Ministry of Justice of the Russian Federation), who shared his view on the protection of traditional values.

During the discussion, participants addressed the issue of forming and maintaining collective mental immunity among youth against externally imposed destructive ideas. The Chairman of the Investigative Committee of Russia emphasized the importance of legal education for the younger generation, noting that youth play a crucial role in shaping civil society and a legal state. A.I. Bastrykin expressed the significance of a unifying principle in the lives of the younger generation. He spoke about the "Young Investigator" movement and urged youth to participate in such associations to engage with society.

In addition, the Chairman of the Investigative Committee of Russia discussed the work of the Investigative Committee’s staff and students in providing assistance to veterans of the Great Patriotic War, investigative veterans, and participants of the Special Military Operation (SMO). He also reminded attendees of the heroism of children and youth in the besieged Leningrad, stressing the importance of remembering this and preserving historical truth for the younger generation.

The Chairman also participated in the session titled "Legal Policy for Preserving and Strengthening Traditional Values in Culture: Youth Perspectives," moderated by actress, director, and producer Olga Alexandrovna Budina.

In his speech, the Chairman of the Investigative Committee of Russia noted, "Today we need examples of patriotic art that inspire us to fight and to victory." He highlighted the necessity of popularizing the activities of law enforcement officers and participants of the SMO in cinema.

Alongside Olga Ivanovna Alexandrova, rector of the All-Russian State University of Justice (Russian Legal Academy of the Ministry of Justice of the Russian Federation), Alexey Alexandrovich Bessonov, rector of the Moscow Academy of the Investigative Committee named after A. Ya. Sukharev, spoke. He underscored the importance of clearly formulating the goals and objectives of the strategy in the field of culture. Sharing his views on the topic, he quoted Otto von Bismarck: "Russians cannot be defeated, we have realized this for hundreds of years. But Russians can be instilled with false values, and then they will defeat themselves."

Other speakers included Yuri Frantsevich Kamenetsky, head of the Institute for Advanced Studies and Retraining of the Investigative Committee of the Republic of Belarus, Elena Mikhailovna Timoshina, senior research fellow at the Research Center No. 1 of the Federal State Public Institution "VNIIMVD of Russia," Igor Viktorovich Ivanishko, member of the Expert Commission of the Committee on Constitutional Legislation and State Building of the Federation Council of the Federal Assembly of the Russian Federation, and Elena Viktorovna Safronova, head of the Center for Cross-Border Legal Studies at Belgorod State National Research University.

Youth perspectives on the stated topic were presented by Polina Shcherbakova, a cadet of the international law faculty of the Moscow University of the Ministry of Internal Affairs of the Russian Federation named after V. Ya. Kikot, who spoke about the strategy for implementing human rights in the field of culture, and Nikita Peremit, a student of the St. Petersburg Institute (branch) of the Russian Legal Academy of the Ministry of Justice of the Russian Federation, who presented a report on collectivism in traditional values of Russian culture.

During the discussion at the session venue, the need to update legislation regulating relationships in the field of culture and establishing provisions for preserving traditional values was discussed.

Participants concluded that the effectiveness of activities to preserve and strengthen traditional cultural values depends on a set of managerial, legal, ethical, and other measures.
