The Chairman of the Investigative Committee of Russia held a personal reception on the issue of housing rights violation of orphans in Voronezh and Yaroslavl regions

The Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, held a reception of citizens via video conference. The First Deputy Chairman of the Russian Investigative Committee E.V. Kaburneev and heads of the central office divisions also participated.

Residents of the Voronezh region from among orphans and children left without parental care requested an audience with the Chairman. They noted that officials of the Voronezh region's Ministry of Construction have been violating their housing rights for a long time, and court decisions to provide them with apartments are not being executed. One applicant was offered a housing certificate, but she was not satisfied with the offered amount of money.

K. E. Levit, the head of the Investigative Committee for the Voronezh region, reported on the progress of the criminal case investigation (Part 1 of Article 293 of the Criminal Code of the RF – negligence), in which all those who appealed to the Chairman of the Investigative Committee were recognized as victims. A.I. Bastrykin instructed to submit a report in the near future on the measures taken to restore the rights of the applicants and the results of the work.

In addition, residents of the Yaroslavl region appealed to the head of the department for a second time. Previously, they noted that the apartments required by law had not been provided for a long time despite court decisions. Today, they reported that their problem has been resolved – apartments have been provided, and one more citizen received a certificate for purchasing housing. The applicants thanked the investigative authorities of the Investigative Committee of Russia for their assistance within their competence. A.I. Bastrykin inquired whether the applicants were satisfied with the quality of the provided housing. The citizens noted that all apartments were well-equipped.

The head of the department emphasized that despite this positive example, the situation in the Yaroslavl region with providing housing to orphans required by law remains difficult, and the number of people entitled to such housing continues to grow, while the rate of providing them with such apartments remains very low. A.I. Bastrykin gave specific instructions to A.A. Bessmeltsov, the head of the Investigative Committee for the Yaroslavl region, noting that during the investigation of criminal cases, it is important to achieve full restoration of the victims' rights.

All instructions have been placed under the personal control of the Chairman of the Investigative Committee of Russia.
