The Chairman of the Investigative Committee of Russia held an operational meeting on the investigation of high-profile crimes committed by migrants

Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, held an operational meeting via video conference on the results of the work of regional investigative bodies in investigating high-profile crimes committed by migrants. The meeting was attended by the First Deputy and Deputy Chairmen of the  Investigative Committee of Russia, as well as the heads of departments of the central office and regional investigative divisions of the agency.

During the meeting, it was noted that this year, foreign citizens have committed 23,847 criminal acts. The number of serious crimes committed by migrants increased by 12% (from 4,390 to 4,935). The number of crimes committed by individuals illegally residing in Russia has tripled. There was also a 69% increase in criminal activities by labor migrants. Recently, migrants from other countries have frequently displayed negative attitudes towards the native population, participants of the Special Military Operation (SMO), and law enforcement officers.

The head of the Investigative Committee of Russia listened to reports from the heads of regional investigative departments where high-profile incidents involving migrants had occurred recently. Among them were the head of the Main Investigative Department of the Investigative Committee of Russia for Moscow, A.A. Strizhov, and the acting head of the Main Investigative Department of the Investigative Committee of Russia for the Moscow Region, Ya.A. Yakovlev. It has been noted that the most challenging migration situation is observed in the Moscow Region, which requires a proactive approach from law enforcement and constructive interaction with executive authorities.

The acting head of the Main Investigative Department of the Investigative Committee of Russia for St. Petersburg, O.V. Bobkov, presented a report on the situation concerning the illegal detention of activists of a public organization in the Northern capital. The head of the agency received updated information on the progress of appeals against the decisions of the supervisory authority and the court.

The head of the Investigative Department of the Investigative Committee of Russia for the Leningrad Region, S.T. Sazin, reported on the circumstances surrounding the unlawful actions against a minor in the town of Murino. Despite the presence of signs of a crime against the sexual inviolability of the girl, the decision to initiate a criminal case was overturned by the Deputy Prosecutor of Vsevolozhsk, Tatyana Alexandrovna Levinenok. Given these circumstances, the Chairman of the Investigative Committee of Russia ordered the reopening of the criminal case and to ensure that all those responsible are held accountable under the law.

Reports were also presented by the head of the Investigative Department of the Investigative Committee of Russia for the Republic of Bashkortostan, V.V. Arkhangelsky, the head of the Investigative Department of the Investigative Committee of Russia for the Saratov Region, D.A. Kostin, the head of the Investigative Department of the Investigative Committee of Russia for the Udmurt Republic, R.R. Tugushev, and the acting head of the Investigative Department of the Investigative Committee of Russia for the Samara Region, M.V. Kozlov.

In the final part of the meeting, the Chairman of the Investigative Committee of Russia noted that such incidents occur due to the negligence of responsible officials in the field of migration. He also pointed out that the desire of unscrupulous landlords to profit by renting apartments to migrants is one of the reasons contributing to the unlawful activities of migrants in our country: "By making money, they essentially create conditions for crimes against our children. This is unacceptable." A.I. Bastrykin also emphasized the importance of cooperation between investigative bodies and regional executive authorities on issues of imposing restrictions and bans on attracting migrants to certain types of employment. Additionally, he reminded the audience of the effectiveness and importance of work aimed at registering naturalized citizens of the Russian Federation for military service.

At the end of the meeting, the Chairman of the Investigative Committee of Russia gave several instructions, setting deadlines for their execution. Addressing the heads of regional investigative bodies, he stressed: "I ask you to respond to such incidents in a concrete and strict manner. We need to restore order here.”
