The First Department for the Investigation of Especially Important Cases (Crimes Against Persons and Public Safety) of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the city of Moscow has initiated a criminal case under clause "a" and "v" of Part 2 of Article 322.1 of the Criminal Code of the RF (organization of illegal migration).
According to the investigation, in 2023, the suspects, possessing knowledge of the functioning of state institutions and connections with officials authorized to make decisions regarding the issuance of Russian citizenship, formed an organized group to commit numerous crimes for personal profit.
The accomplices sought out individuals from Tajikistan and Uzbekistan who wanted to obtain Russian citizenship but lacked the legal grounds to do so. In exchange for a monetary reward ranging from 150,000 to 350,000 rubles, the suspects produced fake plastic passports proving Ukrainian citizenship and fraudulent registration certificates from the Donetsk People's Republic. This allowed foreign citizens to obtain Russian citizenship via an expedited process.
The criminal activities of the accused were uncovered through the joint efforts of investigators from the Moscow Investigative Committee, officers of the FSB of Russia, the FSB offices in Moscow and the Moscow Region, the FSB offices in the Rostov and Tula regions, the Internal Security Directorate of the Ministry of Internal Affairs of Russia, and the Main Directorate of the Ministry of Internal Affairs of Russia for the city of Moscow.
As part of the investigation, 30 searches were conducted across Moscow, the Donetsk People's Republic, Rostov-on-Don, and Tula. Numerous stamps, seals, and forms from state institutions, including foreign entities, have been seized.
Nine organizers of the criminal group have been detained and charged in connection with the criminal case, and the necessary investigative actions are being carried out with them.
In addition, individuals who illegally obtained Russian citizenship have been brought in for investigative actions. The investigation has initiated the process to revoke their citizenship and deport them.
Necessary investigative actions and operational-search measures are being carried out, aimed at establishing all the circumstances of the criminal activity of the participants of the organized criminal group and their accomplices.
