The Chairman of the Investigative Committee of Russia held a follow up reception for applicants from Stavropol Territory and Kostroma Region among participants in shared construction

 

The Chairman of the Investigative Committee of the Russian Federation, Alexander Ivanovich Bastrykin, held a follow up reception via video conference with residents of the Stavropol Territory and Kostroma Region. The meeting was also attended by the First Deputy and Deputy Chairmen of the Investigative Committee, E.V. Kaburneev and S.N. Goryainov, as well as heads of departments from the central office of the agency.

The head of the agency once again listened to participants in shared construction from the Stavropol Territory. The co-investors received monetary compensation, but some of them disagreed with the amounts of the payments. A.I. Bastrykin explained the procedure for defending their rights in civil proceedings.

At the same time, the Chairman of the Investigative Committee listened to a report from the acting head of the Investigative Department of the Investigative Committee for the Stavropol Territory, O.E. Sidorov, on the progress of the criminal case regarding negligence (Part 1, Article 293 of the Criminal Code of the Russian Federation) against the former Deputy Minister of Construction and Architecture of the Stavropol Territory, M.I. Melikov. The criminal case investigation was completed and sent to the Deputy Prosecutor of the Stavropol Territory, M.S. Bystrov, for the approval of the indictment, but it was returned for additional investigation. Disagreeing with the position of the supervisory body, the regional investigative department of the Investigative Committee appealed the decision to the acting Prosecutor of the Stavropol Territory, N.N. Borozents, who upheld the previous ruling. Currently, the criminal case is under investigation. The Chairman of the Investigative Committee gave specific instructions to his subordinates.

Additionally, the head of the Investigative Committee listened again to participants in shared construction of residential buildings in Kostroma, who had previously sought protection of their violated rights. It was noted that the new developer committed to completing the construction of the houses by the summer of 2025. A.I. Bastrykin instructed the leadership of the territorial division to hold a working meeting with the developer to ensure the protection of citizens' rights.

D.N. Levchenko, head of the Investigative Department for the Kostroma Region, and O.M. Shubina, senior investigator of the regional department for especially important cases, reported on the progress of the criminal case investigation on fraud during the construction of residential buildings and the legalization of stolen funds (Part 4, Article 159 and clausw "b," Part 4, Article 174.1 of the Criminal Code of the Russian Federation). The developer, E.V. Beldin, and two other individuals are being charged. The defendants are currently reviewing the case materials under Article 217 of the Criminal Procedure Code. The Chairman of the Investigative Committee instructed that the case be promptly forwarded to the court.

Furthermore, the head of the Investigative Committee was informed about the investigation of a criminal case regarding abuse of official powers (Part 1, Article 285 of the Criminal Code of the Russian Federation), with charges brought against S.V. Suntsov, former head of the department for overseeing shared construction in the Department of Construction, Housing, Utilities, and Energy of the Kostroma Region. The criminal case is currently being considered in court.

The fulfillment of the head of the agency’s instructions is being monitored by the central office of the Investigative Committee of Russia.
