The Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a meeting with citizens via video conference. The meeting was also attended by First Deputy Chairman of the Investigative Committee of Russia E.V. Kaburneev and heads of departments from the central office.
Orphans and children left without parental care from the Republic of Tuva addressed the Chairman of the Investigative Committee of Russia. In June 2024, the applicants had already met with the head of the Investigative Committee regarding the violation of their housing rights and the prolonged delay in receiving housing to which they are entitled by law. Today, they reported that they had received apartments and thanked the head of the department for the support provided within the competence of the Investigative Committee. The citizens noted that the apartments were provided to them in good condition.
A.I. Bastrykin listened to a report from K.V. Stolbin, the head of the Investigative Committee of Russia for the Republic of Tuva, about the progress of the criminal case investigation, in which former director of the State Construction Procurement Agency E.B. Oorzhak was charged with abuse of power. The Chairman of the Investigative Committee of Russia issued several specific instructions regarding the criminal case. He also emphasized the need to continue monitoring the overall situation concerning the provision of housing for orphans in the region, as more than 3,600 people are still on the waiting list. K.V. Stolbin reported that a regional program has been approved by the Republic’s Government, aiming to eliminate the backlog in providing housing to orphans by 2030. Measures are being taken to increase the amounts on housing certificates that are provided to this category of citizens for purchasing apartments. The Investigative Committee of Russia for the Republic of Tuva regularly holds meetings with relevant ministries and agencies, and the department leadership also conducts personal meetings with orphans.
The head of the department noted that it is also necessary to monitor the quality of the apartments provided to orphans and to take immediate action in case of violations. K.V. Stolbin reported that in cases of such violations, criminal proceedings are initiated, and, based on expert conclusions from the Forensic Expert Center of the Investigative Committee of Russia, responsible persons are held criminally accountable.
At the end of the meeting, the Chairman of the Investigative Committee of Russia congratulated the applicants on receiving their apartments and wished them success.
