Procedural check launched into 2005 death of 1.5 year old Russian boy in USA

Due to the information appeared in media about the death of a 1.5 year old Russian boy Isaak Dykstra in the American state of Iowa in August 2005, the leadership of the Russia’s Investigative Committee has made a decision to carry out procedural check into this fact.

During a further investigative check the Central Investigative Department will establish circumstances of the death of the child adopted by Americans in 2005 from Krasnoyarsk territory. According to preliminary information the boy died only three months after the adoption. The suspect, the 35-year old adoptive father Brian Dykstra was released on bail and did not spend a single day in prison. American media have recently reported that the adoptive parent was acquitted by Johnson District court, Iowa. Thus, nobody has been held accountable for the death of the Russian citizen.

The Investigative Committee is more and more concerned with becoming more frequent cases of murders and tortures of Russian children adopted in the USA. Therefore, the leadership of the IC has requested from the Russia’s Foreign Ministry information on cases of violence against Russian children adopted by American parents. The IC is going to investigate carefully each of these cases to find persons responsible for especially grave offences against children. The Investigative Committee is invariably holding its stance relating to the crime scene: wherever and by whoever the crime has been committed – our task is to protect interests, health and life of a Russian citizen and to take all possible measures to prosecute and hold the guilty responsible according to Russian and international laws.

The leadership of the Investigative Committee has also reached an agreement with the Ombudsman for Children’s Rights Pavel Astakhov in order to prevent crimes against Russian children adopted by American families and develop the procedure to supervise on them after being adopted.
