Four insurgents to appear in court for mass riots on Manezhnaya Ploshchad on 11 December 2011


The Central Investigation Department of the Russian Investigative Committee for Moscow city has finish investigation of a criminal case against four more organizers and participators of mass riots on Manezhnaya Ploshchad on 11 December 2011 Nikolai Dvoynyakov, Vitaly Vasin, Valdimir Kirpichnikov and Grigory Bilchenko. Depending on the part of each one, they are charged with crimes under part 3 of article 212 (mass riots), part 2 of article 213 (hooliganism), part 1 of article 282 (instigation of hatred or enmity, as well as disparagement) and part 1 of article 318 of the Russian Federation Criminal Code (use of violence against a representative of the authority).This case has been separated from the case of Berezyuk, Unchuk, Khubaev, Panin and Kozevin, found guilty in the said crimes in October 2011.

Considering the wide public response on the events and to coordinate activity of all law enforcement bodies in investigation of the criminal case, an investigation control center was created, which included the most qualified officials of the Central Investigation Department of the Russian Investigative Committee for Moscow city, criminal investigation departments of the Main CID and its district divisions, Counter-Extremism Center of the Main Criminal Investigation Department. As a result of joint investigation and search operations, it was possible to establish involvement of the accused in mass riots and use of violence against representatives of the authority – Moscow riot policemen providing public order and security. The investigators during the investigation have examined a lot of photographs and video records from the place of riots. Their analysis helped to identify organizers of unlawful actions, who tried to provoke the citizens and called for public disorders, active insubordination to lawful requests of the law enforcement officials, screamed out slogans stirring up national enmity. In addition, it was found that Dvoynyakov threw at riot policemen parts of railings and Vasin aimed a traumatic gun at them, Bilchenko threw iron bars at policemen and got at the helmet of one of them, and Kirpichnikov, trying to break through the cordon kicked one of the guards. This information was confirmed by witnesses among both riot policemen and spectators.

During investigation, 4 searches have been carried out in places of residence of the accused and objects of extremism have been withdrawn. Portrait expert examinations and identifications have been undertaken. Psychological and linguistic examinations of actions and statements of the accused have been held. The investigators have collected enough evidence and the case after approving the bill of particulars is forwarded to the court to be considered on the merits.
