In Stavropol territory Viktor Dvorakovsky found guilty of preparing terrorist attack and encroachment on law enforcement official’s life

The court has recognized the evidence collected by the investigative bodies of the Russian Investigative Committee for the Stavropol territory as sufficient to convict Viktor Dvorakovsky and Vladimir Skirko. Dvorakovsky is found guilty of the crimes under part 1 of article 30, part 1 of article 205 (preparation of a terrorist attack), article 317 (encroachment on the life of an officer of a law-enforcement agency), part 1 of article 223 (illegal manufacture of firearms), part 1 of article 222 (illegal acquisition of firearms), part 1 of article 282 of the Russian Federation Criminal Code (incitement of hatred or enmity). Skirko is found guilty of the crime under part 2 of article 228 of the Russian Federation Criminal Code (Illegal acquisition, storage, transportation, making or processing of narcotic drugs).

According to the investigators, in December 2008, Dvorakovsky changed his attitude to religion, adopted Islam, after which he formed an attitude about his superiority and superiority of all Muslims as representatives of Islam over other people, and of necessity to fight against Russian governing in the North Caucasus, against local authorities and Russian law enforcement agencies by means of terrorism. In the period from March to May 2010, Dvorakovsky in order to entice religious and social hatred and enmity publicly showed video records of illegal armed groups leading actions against Russian armed forces and lections of extremist Islamic ideologists. From May 2010 to March 2011, Dvorakovsky in his apartment was preparing a terrorist attack. He found in the Internet chemical compositions and methods to manufacture explosives and explosive devices from components and parts available for general public and not banned by the law, purchased them, and in March 2011, in his flat he manufactured an explosive device. On 6 March 2011, at night the home-made bomb of 200 grams of TNT, which Dvorakovsky had left on a radiator in his flat, accidentally exploded. Having fled after the explosion Dvorakovsky continued to prepare a crime and made no less than four new bombs. But he didn’t accomplish his plot because of the reasons beyond him. On 14 July 2011, Dvorakovsky was stopped by the policemen near No.1 on 8 Marta Street in the village of Inozemtsevo of Zheleznovodsk town to check his identity. At that moment, he activated one of his home-made bombs and threw it at a policeman, causing average injuries. Dvorakovsky tried to throw two more bombs, but they exploded in his hand.

The court sentenced Dvorakovsky to 23 years in a high-security correctional facility. Skirko was sentenced to 6 years in a general population correctional facility.
