Engineer-sapper failed to ensure security on Nalchik hippodrome to appear in cort in Kabardino-Balkaria

The North Caucasus Main Investigations Directorate of the Russia’s Investigative Committee has completed the investigation of criminal case against Andrey Prokov, ex-engineer-sapper in Riot Police of the Kabardino-Balkaria Interior Ministry, accused of crime under part 2 of article 293 of the RF Criminal Code (neglect of duty).

In May 2010, in preparation for celebrations, the hippodrome territory and buildings in Nalchik were examined by riot policemen of Kabardino-Balkaria Interior Ministry led by Prokopov. However the central stands were not checked as the doors there were locked. The investigators believe, that the accused did not take comprehensive measures and did not organize the proper search for the keys to the door to central stands and its proper examination.

After outward examination of the central stalls unreasonably assuming that there were no possibility of planting explosive devise inside the stalls, Prokopov did not report to the Riot Police of Kabardino-Balkaria Interior Ministry leadership and leadership of Nalchik Department of Interior Ministry in charge of hippodrome security on the incomplete examination by his group, but made an explosives inspection report stating that all the territories and buildings of the hippodrome were examined.

On 1 May 2010, at 12:42 p.m. during a celebration on the hippodrome a home-made explosive devise up to 5 kg of TNT planted under the roof of the central stalls went off injuring 36 people, one of whome later died of injuries.

The investigators have collected enough evidence, therefore the case with the approved bill of particulars is sent to the court to be tried on merits.

In the course of the investigation, the investigating bodies of Russia’s Investigative Committee have identified individuals involved in the organization and performance of the terrorist attack. They are Kazbek Tashuev, Ratmir Shameev and Asker Dzhappuev. All of them were killed in 2010 during special operation on the border of Kabardino-Balkaria and the Stavropol Territory in the village of Progress.
