Former Deputy Prime Minister of Karelia – Minister of Health and Social Development accused of abuse and exceed of office to appear in court

The Karelia Republic investigating bodies of the Russia’s Investigative Committee have finished investigation of the criminal case against former Deputy Prime Minister of Karelia – Minister of Health and Social Development Valery Boinich accused of crimes under part 2 of article 285 (abuse of official powers committed by a person who holds a public office of a subject of the Russian Federation), part 2 of article 286 of the RF Criminal Code (exceeding official powers committed by a person holding a government post of a subject of the Russian Federation of a subject of the Russian Federation).

According to investigators, in the period from February to September 2008 the accused, in spite of the interest of his office, out of personal interest and acting in the interest of the third party, ensured victory by one of the commercial organizations in an auction for deliveries of medical equipment, including CT scanners on unreasonably high prices, organized by the Karelia Republic Ministry for Health and Social Development. The commercial organization which had won the auction did not fulfill the provisions of government contracts, however Boinich did not initiated a procedure for their termination and signed invoices for supposedly fulfilled provisions instead of initiating recovery of penalties from the organization. As a result, 200 million rubles were transferred to the accounts of the organization for not fulfilled contract provisions.

During the investigation, a 73 million rubles civil action was brought against the accused.

Investigators have collected sufficient evidence, therefore the case with the approved bill of particulars is sent to the court to be tried on the merits.
