In Moscow former major general of internal service of Interior Ministry and his subordinate found guilty of malfeasance and corruption

The court has recognized the evidence collected by the Moscow investigating bodies of the Russia’s Investigative Committee sufficient to convict a former head of material and technical logistics central directorate of Russian Interior Ministry the major general of Internal Service Vladimir Cheishvili and the head of the department in the said directorate Colonel of Internal Service Sergey Zuev. They were found guilty of crimes under part 4 of article 159 (swindling) and part 1 of article 286 of the RF Criminal Code (exceeding official powers).

According to investigators, in April 2010 Cheishvili and Zuev concluded a government contract on delivery of 240 tons of meat for Interior Ministry of Russia at a knowingly too overrated price. The CEO of a commercial firm which won the electronic tender and with which the contract was concluded was a close friend of Cheishvili – Tedo Svanidze. The damage inflicted by their actions to the Ministry the investigators evaluate at more than 11 million rubles. It should be noted that Cheishvili for 30 years has been occupying different positions in material and technical logistics for Interior Ministry including the top ones, therefore he has special knowledge in the area of purchases and proper working experience. During the preliminary investigation Cheishvili gave knowingly false and controversial testimonies intended to direct the investigators on the wrong track. However investigators managed to collect enough evidence of close relation between Cheishvili and Svanidze proving their preliminarily planned swindling. This way, Cheishvili’s wife and daughter worked for Svanidze’s firms and preferred to spent their free time together at the restaurant owned by the businessman. It should be noted that the income of Cheishvili and members of his family checked by investigators confirm the fact that he had shadow income. Otherwise, what can be the explanation for Cheishvili during his service in Interior Ministry has bought not only two apartments in Moscow, but an estate in the Moscow region and six expensive cars?

The court has sentenced Cheishvili and Zuev to 2.5 years in general security prison, fine of 500 thousand rubles each, and ban to occupy any positions in the Interior Ministry for 3 years. In addition, the court satisfied a claim by the Russian Interior Ministry to compensate the stolen money. The criminal case against Svanidze is separated as at present he is wanted.
