Criminal case initiated in Kabardino-Balkaria against head of Nalchik city district administration Zalimgeri Khagasov

Kabardin-Balkar Republic investigating bodies of the Russia’s Investigative Committee have initiated a criminal case against head of Nalchik city district administration Zalimgeri Khagasov. He is suspected of a crime under part 1 of article 286 of the Russian Federation Criminal Code (exceeding official powers).

According to investigators, in February 2009 Dzakhmyshev and Khafizov filed applications to addressed to acting head of city Khagasov to give them land on Kirova street to build summer cottages. Khagasov illegally gave to Dzakhmyshev and Khafizov land of 1,878 sq. meters each on the corner of Lening prospekt and Tlostanov street, knowing that this land was not for building of summer cottages. On considering the applications of Dzakhmyshev and Khafizov the official signed an order to give them these lands as property.

Later in September of 2009 Dzakhmyshev and Khafizov again appealed to Khagasov to extend their land properties to 2,170 and 2,135 sq. meters respectively. On 30 September 2009 based on title deeds Dzakhmyshev and Khafizov registered their rights of property for the plots of land at mentioned addresses, the market price of which as of March 2009 was 7 million 220 thousand rubles and 7 million 135 thousand rubles respectively.

As a result of deliberate actions by Khagasov Nalchik city district has suffered a property damage of 14 million 355 thousand rubles. Investigation of the case is to be continued.
