In Krasnodar Territory investigators and criminologists led by Deputy Chairman of Russia’s Investigative Committee Boris Karnaukhov establishing circumstances of death of people caused by flash floods

In the Krasnodar Region an operations center was set up consisting of investigators and criminologists of the Southern and North Caucasus Federal Districts investigations directorates and the Krasnodar Territory Investigations Directorate to take a probe into deaths caused by floods. The Deputy Chairman of Russia’s Investigative Committee Boris Karnaukhov set off for the scene to coordinate the work of the operations center and all investigation groups.

On 7 July 2012 law enforcement bodies of Gelendzhik, Novorossiysk and Krymsk continue to receive messages on people killed by the floods. The Krasnodar Territory investigating bodies of the Russia’s Investigative Committee organize pre-investigation checks into the facts.

According to preliminary data, during search operations in different blocks of Gelendzhik 4 bodies of drowned women were found. In Novorossiysk bodies of a woman and a man were found with the same death signs. In addition, there is information that people were killed by the disaster in the Krymsk district. The precise number of the killed and injured is being verified. At present the three bodies found in the village of Nizhnebakansky of the Krymsk district are being examined. In connection with the intens floodwaters it is difficult for investigation groups to get to some places. At present check operations are under way to find all circumstances of the incidents, measures are taken to find the dead bodies and identify them.

In this connection during pre-investigation checks legal evaluation will be given to the actions of the bodies responsible for warning of and elimination of emergency situations. Procedural decision will be made after the pre-investigation checks.

In addition we remind that on 6 July 2012 the Krasnodar Investigations Directorate of the Russia’s Investigative Committee initiated a criminal case over death of two women and three men killed by electric shock during torrential rains and floods – the signs of a crime under part 3 of article 109 of the RF Criminal Code (infliction of death by negligence on two or more people). At present, necessary investigation operations are under way to establish all circumstances of the incident. Investigation of a criminal case is to be continued.
