Progress of investigation of criminal case over mass deaths of people caused by natural disaster in Krasnodar Territory

The investigation group of the Southern Federal District Investigations Directorate of the Russia’s Investigative Committee continues the investigation of criminal cases initiated over deaths of people caused by floods in Krasnodar Territory on the signs of a crime under part 3 of article 109 of the RF Criminal Code (infliction of death by negligence on two or more people).

140 investigators of Russia’s Investigative Committee are working on the case.

Investigators have completed examining Neberdzhayskoye Reservoir and found that the deliberate release of water from the Reservoir is impossible as there is no technical possibility in the construction the system and considering the system of flood gatewell.

In addition, investigators are checking the fact of possible improper warning of the population on the coming disaster and its grave aftereffects. For that they are questioning officials of territorial bodies of Emergency Ministry, Krasnodar Hydrometeorologic Center, Kryms district and town of Krymsk administration. Documents are being seized from the said organizations.

A number of media are spreading information about 170 killed which is not true. The data on the number of the killed given to the media by different agencies often differ. Russia’s Investigative Committee has the most credible information as it is investigating bodies that are carrying out all search and investigation operations with the dead bodies.

At the moment the death toll stands at 162 people, including 3 – in Novorossiysk, 11 – in Gelendzhik and 148 – in Krymsk. In the morning of 10 July 2012 Investigative Committee announced the information about 149 killed in Krymsk. According to refined data as of 4 p.m. of 10 July there are 148 killed by flash floods in Krymsk. The difference in numbers is explained by the fact that the body of one of the killed women was registered twice while being brought to forensic medical expertise agency. Inaccuracies by the officials of forensic medical expertise agency have been eliminated. One of the bodies in Novorossiysk had been at first registered as drowned, but later a forensic medical examination reveal a criminal cause of death in which connection separate inquiry will be carried out. Relatives have taken away 67 bodies to bury them and investigators issued permission to give away all the rest.

At that very moment investigators are moving check the information of 3 more bodies and to carry out all necessary investigation operations.

It should be stressed once more that only information on the website of the Russia’s Investigative Committee about investigation operations and the number of the killed is reliable.
