Former chief of crime detection of Moscow Main Directorate of Interior Ministry suspected of exceeding official powers

Investigating bodies of Moscow Main Investigations Directorate of Russia’s Investigative Committee have initiated a criminal case against a former Chief of search and investigations department of crime detection department of Moscow Main Directorate of Ministry of Internal Affairs Vladislav Karpukhin. He is suspected of a crime under part 1 of article 286 of RF Criminal Code (exceeding official powers).

According to investigators, in the period from November 2007 to October 2011 Karpukhin, occupying the said position, in mercenary interests entered a criminal collusion with unknown policemen to create an unlawful system of kickbacks from businessmen purchasing jewellery, antiques and other valuables from the people. To that end, he demanded of the founder of OOO Putyovka v zhizn (LC) engaged in the said business, to pay him a monthly fee for general patronage for the company and insurance of its free functioning, Having received ascent of the company’s founder the policeman from November 2007 to October 2011 received from him a total of over 2.9 million rubles by which he severely violated rights and legal interests of the said organization.

At present the suspect is detained. Bringing charges against him is being negotiated. Search and Investigation operations are under way to establish all circumstances of the crime and other persons involved. Investigation is to be continued.
