Investigating authorities of the Investigative Committee of the Russian Federation in the Rostov region have completed the investigation of a criminal case against Deputy Minister of Health of the Rostov Region Vasiliy Kravchenko and the Head of the Centralized Procurement Department of the Ministry of Health of the Rostov region Marina Lipovskaya. Depending on their roles, they are accused of committing crimes under parts 1, 3 of the Article 285 of the RF Criminal Code (abuse of office).
According to investigators, in 2009 under the national project "Health" the defendants, acting in a personal interest, prepared tender documentation for the procurement of medical equipment, including three tomographs at substantially excessive price, and created preferential conditions for participation of LLC "Alkom-7" in the competition. As a result, the state suffered damage amounting to more than 119.92 million rubles.
In addition, in 2008 Lipovskaya pursuant to the program of the Russian Government to implement measures aimed at improving health care to the people injured in car accidents wanting to report on the execution of the tasks assigned to the department she headed, illegally shifted her responsibilities to monitor the implementation of the state contract and reception of two scanners on the staff of municipal health care institutions of the central hospitals in Kamensk Shakhtinsky and Bataysk. As a result, the Ministry of Health of the Rostov region received two X-ray computer tomographs without Russified workstations with 3D processing, which were mandatory components under the terms of the government program, which resulted in damage of 944 thousand rubles to the federal budget.
During the investigation, the accused parties were removed from office. The investigators collected sufficient evidence in connection with which a criminal case with the approved indictment was sent to the court for consideration on the merits.
