Due to the spread of the video showing misconduct of the head of the investigative department of the Avtozavodsky district in Togliatti of the investigation department of the Samara region Victor Panikar the leadership of the Investigative Committee of the Russian Federation decided to send there the commission of the central office. The commission was instructed to check the organization of the personnel work, in particular, the observance of labor discipline.

Also, the central office staff will have to find out the reasons why no measures were taken against Victor Panikar, as the act recorded on video, took place more than a year and a half ago.

According to the results of the commission's work personnel decisions will be made, including ones addressed to the management of the investigation department of the Samara region.
