Head of Housing Supervision Inspectorate for Western administrative district of Moscow and his brother suspected of attempted bribery-taking and mediation of bribery

Moscow investigating bodies of the Russia’s Investigative Committee have initiated a criminal case against Head of Housing Supervision Inspectorate for Western administrative district of Moscow Igor Orlov and his brother Oleg. Depending on the role of each one they are suspected of crimes under part 3 of article 30, part 6 of article 290 of the Russian Federation Criminal Code (mediation of bribery).

According to investigators in August 2011 Orlov using his official position demanded form Deputy CEO of OOO D.V.Group (LLC) and OOO Terra Stain (LLC) carrying out operations on operation and repairing of housing in Western administrative district of Moscow to give him a bribe of 1.2 million rubles. In exchange Orlov in the period between July 2011 and February 2012 carried out only formal inspections of activity by the above mentioned companies, during which he did not notice any serious violations in the operations which could prevent their commercial activity. Receiving a positive answer from the Deputy CEO Orlov involved his brother Oleg Orlov as a mediator. On 22 August the official’s brother was detained by field officers while receiving the money in OOO Terra Stain (LLC).

At present both suspects are detained, search and investigation operations are under way to find out all the circumstances of the incident. Investigation is to be continued.
