Criminal proceedings launched in Omsk Region into improper supervision over convict on parole suspected of cruel crimes against children

Omsk Region investigating bodies of the Russia’s Investigative Committee have initiated a criminal case against an 18-yearold local man. He is suspected of crimes under paragraph “c” of part 2 of article 105 (murder of an underage person), part 3 of article 30, paragraphs “a” and “c” of part 2 of article 105 (attempted murder of two underage persons) , part 3 of article 30, paragraph “c” of part 4 of article 131 of the Russian Federation (attempted rape).

According to investigators, on 28 August 2012 about 5 p.m. in the village of Muromtsevo of Muromtsevo district, the young man lured two small girls of 5 and 7 years of ages, who were out of doors without adults, to the bank of the river Tara. There, being drunk, he tried to rape the eldest of the girls, but the 5-year-old stood up for her friend. The man then beat the girls with a stick and fled the scene on a bike. The injured girls were found at the river bank by local people. The 5-year old girl died of the injuries on the way to the hospital, the other girl is in the hospital in the grave condition.

The suspect was detained, it was an 18-year-old local man convicted for stealing and released on parole. Investigators prepared a petition to put the suspect in the custody.

Investigating bodies have also opened a criminal case against officials of criminal penitentiary commission who were executing a conditional sentence over the convict. The case was opened over a crime under article 293 of the Russian Federation Criminal Code (negligence). Investigators believe that it was due to lack of their control the suspect had the chance to commit such cruel crimes against children.

At present search and investigation operations are under way to find out all the circumstances of the crimes. Investigation is to be continued.
