Criminal proceedings launched in Kamchatka Territory over An-28 crash landing involving death of people

On 12 September 2012 at 12:28 local time (4:28 a.m. Moscow time) the contact with An-28 en route Petropavlovsk-Kamchatsky – Palana broke off. The missing plane was found 10 km assay of the village Palana (north Kamchatka Territory), there are victims. Far East Transport Investigations Directorate of the Russia’s Investigative Committee has initiated a criminal case over article 263 of the Russian Federation Criminal Code (violation of the rules for traffic safety and operation of air transport). According to preliminary information 10 people were killed, 4 were injured. The information on the injured and killed is being verified. 

Investigators consider three versions of the incident: Technical failure, weather and crew’s actions. Investigation operations are under way to find all the circumstances of the incident, including seizure of fuel samples, records of conversations between dispatcher services and An-28 crew.
