Investigation of case against head of Konakovsky district of Tver Region, his deputy and their accomplice finished

Central Federal District Investigations Directorate of the Russia’s Investigative Committee has finished investigation of a criminal case against Head of Konakovsky district of Tver Region Viktor Krysov, his Deputy Vitaly Osipov and Acting CEO of municipal unitary enterprise Konakovo Garant who is also Head of Zavidovsky rural settlement Igor Kalachnikov. They are charged with a crime under part 3 of article 30, paragraphs “a” and “d” of part 4 of article 290 of the Russian Federation Criminal Code (attempted bribery-taking through an intermediary).

According to investigators, on the bases of the decision of Konakovsky district Administration Head the district administration and OOO Aleks (Ltd.) signed a sale contract of a land plot of 8 ha in Konakovsky district which later was sold to a businesswoman Yekaterina Gladilina. Later arbitrage recognized this sale contract as invalid as the decision of the Administration Head did not contain order to Property Management and Land Relations Committee of district administration to conclude this contract with abovementioned economic society.

Knowing about this court decision Krysov should have filed a suit on seizing the land plot from Gladilina. For a bribe of 45 million rubles Krysov, having entered a conspiracy with Osipov and Kalachnikov offered Gladilina not to file the suit. Kalachnikov, who was acting on behalf of Krysov and Osipov was detained at the moment of taking a bribe.

All three accused are put into custody.

Investigators have collected enough evidence the case with an approved indictment is therefore forwarded to the court to be tried on the merits.
