In Kazan former policemen of Dalny police station found guilty of exceeding official powers

The court has recognized the evidence collected by Tatarstan Republic investigating bodies of the Russia’s Investigative Committee as sufficient to convict two former district police officers of Dalny police station Ilshat Garifullin and Ramil Nigmatzyanov. They were found guilty of a crime under part 1 of article 286 of the RF Criminal Code (exceeding official powers).

Investigation and the court have found that on 9 March, district police officers Ilshat Garifullin and Ramil Nigmatzyanov without sufficient cause delivered Sergey Nazarov into Dalny police station where they then falsified materials about his minor hooliganism. The rest of the officers at the station started to beat and torture him to force him to plead guilty. Thus, if police officers Garifullin and Nigmatzyanov had not iillegally detained Sergey Nazarov, the tragedy wouldn’t have happened.

To investigate crimes in Dalny police station, Chairman of the Investigative Committee sent to Kazan a group of experienced investigators headed by Major Investigator for the Chairman of the Investigative Committee. The investigating group worked maximum openly which allowed to receive information about concealed crimes directly from local citizens. To a large extent help of ordinary people helped to reveal this vicious line chain from district police officers to chiefs of crime detection and criminal police, when beating out the testimonies had become almost normal. Collecting evidence of illegal actions by policemen SK investigators interrogated more than 200 witnesses, carried out confrontations and 87 different examinations which became the base for indictment. It should be noted that investigation of a criminal case against other eight officers of Dalny police station has been completed. 17 criminal cases were combined into a single lawsuit with 13 victims. At present they are reading the files of the case. In addition a criminal case against former Chief of Dalny police station Ilgiz Akhmetzyanov was severed into a separate lawsuit in connection with his illness.

The court sentenced Garifullin to 2.5 years, Nigmatzyanov – to 2 years in correctional colony-settlement each.

The vents in Dalny police station had been the reason Investigative Committee created in its structure divisions investigating crimes committed by law enforcement agents. By the order of the Chairman of the Investigative Committee such divisions are already efficiently operating not only in investigations directorates in federal districts, but in Moscow, Saint-Petersburg and in Central Investigations Directorate of the Russia’s Investigative Committee. Investigators of the Committee over 6 months alone have launched around 2 thousand criminal proceedings against policemen.
