In Kabardino-Balkaria ex-police major found guilty of negligence involving death and injuries to 37 people

The court has recognized the evidence collected by the North Caucasian Federal District Central Investigations Directorate of the Russia’s Investigative Committee as sufficient to convict a former senior sapper of engineering department of special purpose police team of Kabardino-Balkar Ministry of Internal Affairs, Police Major Andrey Prokopov. He was found guilty of a crime under part 2 of article 293 of the RF Criminal Code (negligence).

The court and investigation have found that Prokopov, being a senior sapper of engineering department of special purpose police team of Kabardino-Balkar Ministry of Internal Affairs, on 1 May 2010, improperly organized and conducted examination of premises and territory of hippodrome in the city of Nalchik, Republic of Kabardino-Balkaria. He didn’t examined all possible places were an explosive could have been planted which resulted in an explosion during horse racing competitions. 37 people were wounded and 1 person killed.

The Prokopov’s guilt was found by the sum total of the evidence, namely the crime scene examinations, investigatory experiment, witnesses’ evidence, on-site verification of their testimonies, the documents requested and expert conclusions. During the investigation, employees of the Rostov Law Institutions of the Ministry of Internal Affairs conducted a situation expert examination based on the statement of the investigator. The examination showed that Prokopov’s actions were direct cause of the explosion and wounds. The court put the evidence received in the substantiation of the verdict.

The court sentenced Prokopov to 2.5 years in prison suspended with deprivation of the right to take posts in internal affairs bodies for 3 years.
