Head of Mikhailovsk to go on trial in Stavropol Territory for bribery, exceeding of power and forgery

The Stavropol Territory investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against the head of the town of Mikhailovksk Alexander Lunin, charged with 11 crimes under part 2 of article 286 of the RF Criminal Code (exceeding power), 5 crimes under parts 5 and 6 of article 290 (taking a bribe on a large and an especially large scales) and crimes under part 1 of article 292 (forgery by an official) and part 3 of article 327 (forgery of an official document).

According to investigators in 2010 and 2011 Lunin illegally and without holding bidding let on lease to citizens 26 land plots in communities where the state ownership of the land had not been demarcated. Moreover one of the resolutions letting the land on lease for individual housing building was prepared by his order in June 2011, when Lunin had already no power to dispose of the land of the municipality, but wanting to make it look like legal he ordered to date the resolution post factum.

In addition in 2010, the official illegally signed a work completion certificate containing knowingly false information about allegedly completed work to reconstruct a pipeline in Mikhailovsk.

In 2011, he illegally and violating the decision of Mikhailovsk Duma on the building of a residential block and a kindergarten, signed a permit to build a block of flats with built-in rooms on the site allotted for the two-storey kindergarten.

Investigators have also found that in the period between 2009 and 2011 the accused several times took bribes ranging from 450 thousand rubles to 2.5 million rubles from citizens and businessmen for letting on lease lands for individual housing building, building of a chemist’s, a café and trading and office buildings. The total sum of bribes equals to 6.6 million rubles.

Investigators have gathered enough evidence and accordingly the case with the approved indictment has been sent to court to be tried on the merits.
