Member of a gang accused of plotting a terrorist attack on Red Square and other crimes to appear in court

The Central Investigations Directorate of the Russia’s Investigative Committee has completed investigating of a criminal case against Ilyas Saidov accused in crimes under part 2 of article 209, article 205, article 222, article 317, paragraphs “a”, “g” and “h” of part 2 of article 105 of the RF Criminal Code (banditry, terrorist attack, illegal handling of firearms, encroachment on a life of a law enforcement officer, murder).

According to investigators, Saidov was a member of gubdensky jamaat – of organizational units of a criminal community acting in the Republic of Dagestan since 2003. The aims of this gang were a forced change of constitutional system in the Russian Federation, encroachment on lives of representatives of state authorities, law enforcement officers and military men, destabilization of social and political situation in the Russian Federation. Acting as a member of the gang, Saidov participated in conspiring to carry out a terrorist attack on Red Square on 31 December 2010. He delivered two explosive belts, which were to be set off by Zeynap Suyunova and Zavzhat Daudova. During their transportation, Saidov was watching the two explosive devices hidden in gas-fired boilers not to draw attention of the law enforcement officers. 

In addition Saidov is charged with murder of chief of anti-extremism department based in the town of Izberbesh of the Anti-Extremism Center of the Ministry of Internal Affairs for the Republic of Dagestan, of his deputy and three civilians. He is also charged with five episodes of criminal activity connected with planting and setting off explosive devices on railways to explode freight trains. These terrorist attacks caused the legal persons damage of around 30 million rubles.

During the investigation Saidov concluded a pre-trial agreement on cooperation with investigation and the files of the case were severed into a separate lawsuit. Investigators have collected enough evidence and the criminal case with the approved indictment has been forwarded to court to be tried on the merits.

At present 4 members of the gang have already been convicted, the investigation against 6 others is at the finishing stage. Several of the gangsters were killed in the course of counter terrorist operations in the Republic of Dagestan and the Stavropol Territory.
