In Voronezh Region criminal proceedings launched against former Chairman of City Duma suspected of authority abuse

The Voronezh Region investigating bodies of the Russia’s Investigative Committee have initiated a criminal case against former Chairman of Voronezh City Duma (at present vice-speaker) Alexander Shupilin, suspected of a crime under part 2 of article 285 of the RF Criminal Code (abuse of official powers).

According to investigators, in July 2008 Shupilin being Chairman of Voronezh City Duma got a message from a non-state educational facility Center of Foreign Training, that a workshop System of Administrative Authority in France would be held in August 2008 in Paris. Acting against interest of his service out of mercenary and personal interest, not having intentions to participate in the workshop and with the purpose of organizing holidays for his wife and himself, he travelled to Paris at the expense of the local budget funds. The said actions by Shupilin inflicted property damage worth a total of 858 thousand 526 rubles to municipal entity – city district city Voronezh.

Investigating operations are underway to establish all the circumstances of the crime. Investigation is to be continued.
