In Transbaikalia former head of Main Office of the Russia’s Emergency Ministry found guilty of a number of malfeasances

Court recognized the evidence collected by the Trans-Baikal Territory investigating bodies of the Russia’s Investigative Committee sufficient to convict former Head of Main Office of the Russia’s Emergency Ministry for Trans-Baikal Territory Vyacheslav Korolkov. He was found guilty of crimes under paragraphs “a” and “c” of part 5 of article 290 (bribe-taking on a large scale as member of an organized criminal group), part 1 of article 285 (abuse of official powers) and part 3 of article 159 of the RF Criminal Code (swindling on a large scale using official position).

The court and investigation have found that in September 2007 Korolkov organized a criminal group, which also included his deputy for finance and economy Vladimir Yermakov and chief accountant of the Amin Office of the Emergency Ministry for Trans-Baikal Territory Lyubov Izmailova. In 2007-2011 members of a criminal group paid employees overrated bonuses from 13 to 275 thousand rubles and made them return up to 80% of the money under the pretext of necessity to buy office equipment and financing the staying of checking commissions. From some of the employees the bonuses were taken back under the fake pretext of an accounting error. During the state period the members of the criminal group misappropriated money of over 60 employees of a total sum of 14 million rubles. Part of the money, about 5 million rubles were spent on expensive presents for senior officials of the Emergency Ministry, state authorities and other organizations, unreasonably expensive repairs of office premises, unreasonable purchase of office furniture and equipment. The remaining 9 million rubles members of the organized group spent to their own ends.

In addition, in 2008, Korolkov issued illegal certificates on conformity of several buildings of Chita State University to fire safety requirements. In exchange for that the leadership of the University satisfied the Korolkov’s request to transfer his son from paid education to the budget one. Thus by mutual and free services Korolkov received a bribe in the form of illegal profit of property nature worth 140 thousand rubles.

Besides, in 2010, Korolkov issued an order to appoint in the Trans-Baikal Territory Main Office of the Emergency Ministry his acquaintance from Moscow. Despite the fact that the latter did not fulfilled his official duties and did not appear in Trans-Baikal Territory, he up to March 2012 received salary and military traffic documents for travelling from Moscow to the place of vacation and back. By this deceit they stole 694.3 thousand rubles.

The court sentenced Korolkov to 4 years in a maximum-security correctional facility and a fine of 5 million 800 thousand rubles. In addition he was stripped of special military rank of Major General of Internal Service, right to take offices connected with authority and organization duties on state civil service and in local governments for 3 years. His Toyota Land Cruiser and a parking place were confiscated.

The materials of the criminal case over bribery of officials of the Russia’s Emergency Ministry were in June 2012 severed into a separate lawsuit and sent to investigations directorates in Moscow Region and Krasnoyarsk Territory. According to preliminary data the sum of bribes received by them in March 2011 was no less than 1.2 million rubles.
