Investigators to appeal to State Duma of the Russian Federation on consent to prosecute Deputy Vladimir Bessonov as accused

The Rostov Region investigating bodies of the Russia’s Investigative Committee continue investigative a criminal case against Deputy of State Duma of Federal Assembly of the Russian Federation Vladimir Bessonov. He is suspected of crimes under parts 1 and 2 of article 318 of the RF Criminal Code (use of violence not dangerous for life or health and dangerous for health against a representative of the authority in connection with the discharge of his official duties).

According to investigators, on 2 December 2011, in Rostov-on-Don Vladimir Bessonov, who was one of the heads of Rostov-on-Don city committee of the Russian Federation Communist Party (KPRF), organized a non-authorized rally of more than 100 people on the square in front of residence of the Presidential Plenipotentiary in the Southern Federal District. As the rally was illegal, the police arrived at the scene and demanded to stop the event. The suspect and other organizers of the rally refused to do that. A policeman of the Police Patrol and Point Duty Service and Deputy Head of Rostov Region Main Directorate of the Ministry of Internal Affairs tried to turn off the sound recording equipment themselves and thus to suppress an administrative misdemeanor being committed by organizers and participants of the rally. In response to that Vladimir Bessonov and other participants of the rally beat up the policemen and damaged their uniforms.

During inquiry investigators have done considerable work: about 70 witnesses have been interrogated and documents relating to the rally of Rostov-on-Don city committee of the Russian Federation Communist Party on 2 December 2011 have been seized and studied. The two policemen have been recognized as victims in this criminal case. Vlarimir Bessonov has been interrogated as a suspect. Investigators have seized medical documents. There have been carried out 6 medical forensic expert examinations on the victims and a trasological, comprehensive linguistic and video technical examinations. The trustworthiness of witnesses’ testimonies was confirmed by a lie detector. The suspect refused to give evidence under the lie detector.

After other necessary investigating operations are completed which is planned at the near time, the Investigative Committee will get ready appropriate documents to be submitted to State Duma of Federal Assembly of the Russian Federation on consent to prosecute Vladimir Bessonov as an accused.
