Former police officers who failed to ensure security of personnel before the terrorist attack in 2009 to appear in court in Ingushetia

North Caucasus Federal District Central Investigations Directorate of the Russia’s Investigative Committee has completed investigating a criminal case against former Minister of Internal Affairs in the Republic of Ingushetia Ruslan Meyriyev and former Head of Nazranovsky district Department of Internal Affairs Alik Yandiyev. They are charged with a crime under part 3 of article 293 of the RF Criminal Code (negligence).

In connection with an increased activity of members of illegal armed groups in the North Caucasus in 2009 all Ministries of Internal Affairs in subjects of the North Caucasus Federal District received orders of the Minister Internal Affairs of the Russian Federation to strengthen the buildings of the internal affairs bodies and places of stationing the personnel of the Ministry. In particular, in connection with a terrorist threat remaining in Ingushetia, in July 2009, the Ingush Ministry of Internal Affairs received an order of the RF Minister of Internal Affairs containing a list of measures, providing for timely revealing and suppression of terrorist attacks using cars stuffed with explosives.

Meyriyev and Yandiyev, in advance knowing that members of illegal armed groups were preparing for a terrorist attack using a car, did not implemented the direct orders of the Minister of Internal Affairs of Russia to provide security of buildings Nazranovsky district internal affairs bodies. This made possible for the members of a gang of the Republic of Ingushetia to freely drive up to a front yard of the Nazranovsky department in a GAZ filled with explosives. Ramming through the first gates leading to the front yard, the car drove into the premises of the department, going through the second gates which had been broken and not timely repaired due to negligence of chief of the department. The department’s personnel were making a formation on the premises of the department. A suicide terrorist set off a hand-made explosive devise planted in the car. As a result of the explosion 21 people were killed, 320 wounded. 65 buildings and houses and 140 cars were damaged, the building of the department was completely destroyed. The material damaged totaled to more than 270 million rubles.

Investigators have collected enough evidence and the case with the approved indictment has been forwarded to the court to be tried on the merits.
