In Moscow three policemen charged with exceeding official powers related to illegal use of service transport and special means

Investigating bodies of the Moscow Central Investigations Directorate of the Russia’s Investigative Committee have charged Deputy Chief of Special Purpose Center of Non-Departmental Guards (Hereinafter Special Purpose Center) of the RF Ministry of Internal Affairs Vladimir Volosnikov, Inspector of group for operation of motor transport of Material Resources and Communications Office of Special Purpose Center of the RF Ministry of Internal Affairs Olga Trutko, Special Duties Senior Inspector of Office for operational management and preparation of information of Traffic Safety Monitoring Center of Special Purpose Center Vladimir Belyatko and former officer of the bodies of internal affairs Vasili Sobko with a crime under part 1 of article 286 of the RF Criminal Code (exceeding official powers).

According to investigators, in the period between 3 October and 23 November 2012, Belyatko in Moscow decided to organize transportation of passengers and cargoes by the police-owned vehicles and with this purpose went to his acquaintance - former officer of the bodies of internal affairs Sobko. The latter, knowing about opportunities of Volosnikov and Trutko to use the police transport meanse, offered them to render those services for an illegal fee. Having Agreed, Volosnikov through his subordinate Trutko gave orders to an employee of commandant’s office to transport citizens from Domodedovo airport to Moscow. The driver was in uniforms and drove a police Ford Focus with an inscription “Police” and blue flashers on it. Assisting the officials, Belyatko received money for the services rendered. At present investigators have established the fact of receiving 210 thousand rubles, part of which Belyatko gave to Volosnikov and Trutko through Sobko. As a result of illegal use of police cars, designed to implement tasks in the interests of the society and state, the authority of bodies of internal affairs and bodies of the state authority in general was discredited and the interests of the society and state protected by the law were considerably violated.

At present the accused are under a written undertaking not to leave the place as a pre-trial restraining measure. Investigating operations are under way to establish all the circumstances of the crime. The investigators are checking whether the accused are involved in other similar crimes.
