Report by Interstate Aviation Committee filed into case over disappearance of An-2 plane in Serov

The investigating bodies of the Urals Transport Investigations Directorate of the Russia’s Investigative Committee continue investigating a criminal case opened over part 3 of article 263 of the RF Penal Code (violation of safety rules for traffic and operation of air transport entailing by negligence death of two or more people) into unauthorized take-off from the airfield in the town of Serov and disappearance of An-2 plane with the crew and passengers aboard in June 2012.

The investigators have received and filed into the case the final report made by the commission investigating air crashes of the Interstate Aviation Committee. According to the commission’s conclusion the cause of the crash was that the pilot of the plane made a flight at the altitude much lower than the safe one, which caused the plane to collide with a tree and fall to the ground.

But apart from the submitted report to make a final procedural decision it is necessary to get the results of the current forensic aviation technical expert examination, which will allow the investigators to answer the questions about the cause of the crash and the persons responsible for the violations of the laws regulating general aviation flights that led to the crash and death of crew members and passengers.

The procedural decision can only be made after estimation of all the evidence, including those got from examination of the crash scene, questionings of witnesses and victims, analyses (aviation technical, forensic chemical analysis of fuels and lubricants, etc.) and from other investigating and procedural operations. Investigation is ongoing.
