Criminal investigation finished in Saint-Petersburg against senior officials of local administration of one of municipalities charged with embezzlement

The investigating bodies of the Main Investigations Directorate of the Russia’s investigative Committee in Saint-Petersburg have finished investigating a criminal case against 46-year-old former head of local administration in Severny municipality of Kalininsky district Alexander Minin and 48-year-old deputy head Yelena Grigorenko. Depending on the role of each one they are charged with crimes under part 5 of article 33, part 3 of article 160, part 3 of article 160 of the RF Penal Code (complicity in embezzlement, embezzlement using official position).

According to investigators, in the period between 8 and 11 August 2011, Minin conspired with Grigorenko, who at the time was the acting head of administration, and give her to sign documents on the celebration of the Peacemaker’s Day and the involved expenses, which contained knowingly false information. Grigorenko signed the documents knowing that there had been no celebration, and over 98 thousand rubles were transferred to the account of the organization, which allegedly had organized the celebration. In addition, from February to March 2012, Minin, using a commercial organization found by Grigorenko, prepared documents stating that the firm had organized celebrations of the Day of Homeland Defender and Pancake Week, which were signed by Grigorenko on behalf of the CEO of the firm, being aware that there had been no celebrations. As the result over 110 thousand rubles was stolen from the budget. Later both wrongdoers were detained by the officers of the Main Office of the Interior Ministry in Northwestern Federal District. They pleaded guilty and cooperated with the investigators.

At present the investigators have gathered enough evidence, therefore the criminal case has been sent for the indictment to be approved.
