Local man internationally wanted for several crimes detained in Sverdlovsk Region

On 22 November 2013, around 4 AM, the operative agents detained in the village of Zapadny, Alapayevsky district internationally wanted 37-year-old Yevgeny Malenkin. He was held under the investigation of a criminal case launched by the investigating bodies of the Russia’s Investigative Committee in Sverdlovsk Region into signs of the crime under paragraph “d” of part 3 of article 228.1 of the RF Penal Code (illegal purchase, storing and selling of drugs on an especially massive scale).

According to investigators, in 2009, the suspect working with the non-commercial organization “Charity Fund “City without drugs”, illegally purchased from an unidentified person with the purpose of further selling on an especially massive scale a substance containing no less than 7 grams of heroin. He illegally stored the drug until late November 2009. On 29 November 2009, unidentified persons brought a local man from a flat in Volgogradskaya Street in the building of the State Road Traffic Inspectorate in Verkh-Isetsky district of the city of Yekaterinburg, where in one of the offices the accused gook out the packet of heroin and ordered to plant over 7 grams on the man. This way, acting in conspiracy with other people, the accused illegally dealt the drug to the man against his will in order to make the man be illegally prosecuted.

After that, according to investigators, the traffic police officer of the local police station, being perfectly aware of the actions of the accused, still made forged reports state that they had found drugs on the man. Based on these forged documents the investigators of internal affairs bodies in 2009 launched a criminal case into illegal storage of drugs, but later it has been dropped due to the man’s innocence. The two abovementioned traffic police officers – a 32-year-old police captain and a 26-year-old police sergeant are now are also suspected of the crimes under part 1 of article 286 of the RF Penal Code (exceeding official powers) and part 2 of article 292 (forgery).

The crimes of the two policemen were solved thanks to coherent professional actions of officer of the local Investigative Committee and internal security division of the police.

It should be noted that Malenkin is charged with another crime – illegal deprivation of freedom in the women rehab center of the Charity Fund “City without drugs”. During this probe an investigator of the regional Investigative Committee has earlier passed a resolution to prosecute him as the accused of a number of crimes under paragraph “a” of part 2 of article 127 of the RF Penal Code (illegal deprivation of freedom by a group of people in a preliminary conspiracy) and the court in absentia ruled to place him in custody.

At present investigating operations are underway to find all the circumstances of the crimes. Investigation of criminal cases is ongoing.
