Investigation against group of individuals accused of crimes in 2009 in Saint-Petersburg finished

Saint-Petersburg Main Investigations Directorate of the Russia’s Investigative Committee has finished investigating a criminal case against Andrey Khloyev, Igor Makarov, Maxim Larionov, Eduard Shubsky and Mikhail Teppaks. Depending on the role of each one they are charged with crimes under part 3 of article 33, article 126 of the RF Penal Code (organization of kidnapping), paragraphs “a”, “c” and “g” of part 2 of article 163 (extortion), paragraph “b” of part 3 of article 162 (robbery), paragraph “b” of part 4 of article 112 (deliberate infliction of medium damage to health), part 1, paragraph “d” of part 2 of article 222 (illegal circulation of firearms).

According to investigators, in October 2009, Khloyev out of mercenary interests organized kidnapping of a businessman and for that found Lasha Gogua, Makarov, Larionov and Shumsky and other individuals wanted for crimes. Around 11 PM, 24 October 2009, near the shopping mall Rumba Gogua, Makarov, Shumsky, Larionov and their accomplices attacked the businessman, hit and kicked him multiple times and tried to force him into a car. However, they failed to accomplish their criminal intention as the businessman started to fight back and attracted attention of passers-by.

After Lasha Gogua was arrested on 28 October 2009 for serious and especially serious crimes, Khloyev decided to steal with extortion the money from Gogua’s father. He demanded no less than 70 million rubles, which his son had allegedly owed Khloyev. To commit this crime Khloyev involved Makarov, Larionov, Shumsky and Teppaks, who died in 2010. In early November 2009, in a flat in house No 1 in Kamennoostrovskoy Prospekt, Khloyev threatened to kill the man and his wife and stole from them 9 million rubles. Between November 2009 and March 2010, Khloyev, Makarov, Larionov, Teppaks and Shumsky forced the victims to give them the ownership right to their property OOO Mir Morozhenogo (LLC) worth about 12 million 200 thousand rubles, Toyota Land Cruiser 120 worth over 1 million 500 thousand rubles and no less than 20 million rubles.

In addition, Khloyev under dim circumstances had got hold of LIGNOZE pistol and 9 cartridges, which he had kept in his car until was arrested on 28 February 2012.

The investigators have gathered enough evidence, therefore the criminal case has been forwarded for the approved indictment to be approved.

The criminal case against Lashs Gogua has been severed into a separate law suit as he has concluded a pre-trial cooperation agreement with the investigators.
