Investigation finished in Saint-Petersburg against chief of penal inspectorate

Saint-Petersburg Main Investigations Directorate of the Russia’s Investigative Committee has finished investigating criminal cases against chief of Penal Inspectorate of Saint-Petersburg and Leningrad Region Office of Federal Penal Service Colonel of internal service Seyitnazar Toyev and his acquaintance Denis Medvedev. Depending on the role of each one they are charged with crimes under part 4 of article 159 of the RF Penal Code, part 3 of article 30, part 3 of article 159 (attempted fraud, fraud).

According to investigators, Toyev by virtue of his official position knowing that a local man was prosecuted and remanded in custody decided to steal some money from the man’s wife by deceit. As a result, in summer 2012 Toyev and Medvedev got from the victim 35 thousand euros.

Then Medvedev acting on his own, lied to the woman about the possibility of changing the pre-trial restraint for her husband for a milder one, received from her 25 thousand euros and 260 thousand rubles.

The files of the criminal investigation show that between 27 February and 6 March 2013 Toyev knew that another convict was held in a penal colony in Kirov Region and lied to his friend that he had enough authority and possibility to transfer the man to Saint-Petersburg or Leningrad Region. For that he demanded 10 thousand rubles and 10 thousand US dollars. On 6 March 2013, in a shopping ball located No 11/1 A, Bulvar Novatorov, Toyev received 10 thousand rubles and faked 10 thousand 400 US dollars and was detained by the agents of Internal Security Office of Saint-Petersburg and Leningrad Region Office of Federal Penal Service.

In the near future the criminal cases are going to be forwarded for the indictment to be approved.
