Persons under investigation into frauds and negligence in distributing municipal housing put on trial in Moscow Region

Moscow Region investigating bodies of the Russia’s Investigative Committee have finished investigating a criminal case against former deputy head of Chekhovsky municipal district, head of housing office of the district administration and three realtors. Depending on the role of each one they are charged with crimes under part 4 of article 159 of the RF Penal Code (fraud) and part 1 of article 293 (negligence).

According to investigators, from September 2011 to May 2012 the head of the office learned that the district administration had received flats in the town of Chekhov to be given to citizens including the disabled, veterans, orphans and other persons in need of housing and standing in the line for the better living conditions. The investigators believe that the official decided to steal the said flats in order to sell them through men of straw and make some money. To do that with the help of realtors he found three people, on whose names for a fee made social housing agreements, under which those people not having any right to that got at their disposal housing owned by the municipality. This way the official gave the social housing to the citizens, who were not in the line. Moreover the deputy head of administration signed the corresponding resolutions without checking the documents confirming the ground for providing the housing.

According to the investigators by such fraudulent scheme the officials stole from the municipality 5 flats worth in total 19 million rubles.

The investigators have gathered enough evidence and the criminal case with the approved indictment has been forwarded to court.
