Three officials of Penitentiary Service Main Directorate detained in Rostov Region on suspicions of abusing official powers

A video captioned Violence in Correctional Facility (Colony)-10 was posted in the Internet on 27 November 2012. The text of the video says that facts of abusing official powers were taking place Correctional Facility (Colony)-10 in Rostov-on-Don. The Rostove Region investigating bodies of the Russia’s Investigative Committee have launched a criminal case based on results of the check against former Deputy Head of the Colony-10 of Regional Main Directorate of Russian Penitentiary Service (GUFSIN) Vladimir Kobzar, former police operative of the operative department Vaksim Danshin, police operative of the operative department Nikolai Ovchinnikov, duty inspector for residential area of the police station control room of security office Alexey Safronov and inspector of security office Vladimir Semenikov. They are suspected of crimes under paragraphs “a” and “b” of part 3 of article 286 of the RF Criminal Code (abuse of official powers using violence and special means).

According to investigators, on 4 April 2012, the suspected took to the office of security office a 19-year-old man convicted for intentional infliction of light injuries and robbery. They handcuffed him and started beating with hands and feet on his head and torso, thus committing actions exceeding their official powers. An investigating group has examined the incident scene, interrogated the suspected officials of (GUFSIN) and a witness, who had shot a video. The GUFSIN officials suspected of the crime are detained.

At present investigators are deciding on the pretrial restraining measure against them and take measures to find whereabouts of the former employees of the correctional facility and apprehend them. During the investigation the actions of leadership of the correctional facility will be classified. Investigation is to be continued.
