Investigative Committee holds board meeting dedicated to problems of missing minors

Today the Russia’s Investigative Committee is holding a board meeting dedicated to cooperation of investigating bodies of SKR with divisions of Ministry of Internal Affairs, state authorities and other organizations, media in revealing and investigating crimes related to disappearance of minors (juveniles).

Opening the meeting, Alexander Bastrykin, Chairman of the Russia’s Investigative Committee noted that “over 9 months of current year there has been registered 11 thousand missing children, as of 1 October 1,395 children are still wanted. 11 thousand criminal cases have been launched over crimes committed against children, among them 428 over the murder article, 322 – intentional infliction of grave injuries, - 990 – rapes, about 2 thousand – sexual abuse”. “In our country a child cannot be and must not be left one on one with crime and our main aim is to prevent repetition”, - Alexander Bastrykin stressed.

In addition the SKR Chairman warned all his subordinates about personal responsibility for improper response to all facts related to disappearance of children and violation of their rights by officials and other persons.

Mr. Bastrykin reminded that the National Strategy of Actions in the Interests of Children up till 2017 implemented the offer made by the Russia’s Investigative Committee to set up Russian National Monitoring Center for Assisting Missing and Injured Children and said about reasons for creating such centers in subjects of our country. Besides, Mr. Bastrykin offered to look into the issue on introducing criminal liability for illicit distribution of products containing information that might encourage children to commit actions dangerous to their lives and health. It was offered to add norms providing criminal liability for concealing moderate and serious crimes committed against children and make the responsibility in case of concealing especially serious crimes tougher to article 316 of the RF Criminal Code providing penalty for concealing crimes.

During the meeting the speakers offered improvements to mechanisms of cooperation between different state bodies and agencies in cases of disappearance of minors and in solving and investigating crimes committed against minors. In addition, participants of the meeting supported a number of initiatives offered by territorial investigating bodies in preventing disappearance of children and decided to spread the experience in the country.
