In Moscow Region man convicted of attack on Konstantin Fetisov

Court has recognized the evidence collected by Moscow Region investigating bodies of the Russia’s Investigative Committee sufficient to convict Andrey Kashirin, 30, from Moscow of attack on Chairman of local party Prvaoye Delo and member of Moscow Union of Journalists Konstantin Fetisov. He was found guilty of crimes under parts 4 and 5 of article 33, part 1 of article 116 (instigation and complicity in battery) and part 4 and 5 of article 33, part 3 of article 30, paragraphs “b”, “g” and “h” of part 2 of article 105 of the RF Criminal Code (instigation and complicity in murder of a person in connection with the person’s discharge of public duty committed by a group of people under a preliminary conspiracy on hire).

According to investigators, Kashirin for promised by Head of Khimki city district and municipal district administration Chernyshov patronage in being employed on municipal service and business activity in Khimki offered Tsaturyan and Rastokin to beat Fetisov promising to pay 30 thousand rubles.

According to distribution of roles in the group Kashirin was in charge of general control over actions of his accomplices and assisted in the crime: took part in tracking Fetisov and set up personal confidential relations with him. On 18 September 2010, Kashirin called Fetisov and using their confidential relationships learnt his whereabouts and offered to meet under an artificial pretext. Later his accomplices beat Fetisov in the appointed place of meeting.

In November 2010, Kashirin, acting on instructions of Chernyshov, found Kriventsov and offered him to kill Fetisov for 1 thousand US dollars by offsetting his debt. On 4 November 2010, Kashirin watched the victim’s house, delivered the killer to the crime scene and gave a bat instructing to hit straight in head to kill. During the crime Kashirin fled the crime scene and later to Brest, Belorussia, where he secretly lived at one of his accomplices’.

Motives of both the crimes were discontent with Fetisov’s active public activity intended to reveal offences of officials in local governments and drawing to them attention of law enforcement and controlling bodies.

The criminal case against Kashirin was severed into a separate law suit as he concluded a pretrial cooperation agreement with investigators. Other accused in attacking Konstantin Fetisov: Andrey Chernyshov, Vyacheslav Kovalyov, Maksim Kriventsov, Vazgen Tsaturyan continue reading the files of the case. Criminal cases against them have also been forwarded to court.

The court sentenced Kashirin to 4 years in prison.
